Burundi, a landlocked country in East Africa, has undergone a major administrative reform in recent years. Until 2025, the nation was divided into 18 provinces, each typically named after its capital city and serving as the primary subnational units for governance, service delivery, and local administration.

In 2025, following legislative approval in 2023 and implementation tied to the national elections, Burundi restructured its territorial divisions dramatically. The number of provinces was reduced from 18 to just five: Buhumuza (capital: Cankuzo), Bujumbura (capital: Bujumbura), Burunga (capital: Makamba), Butanyerera (capital: Ngozi), and Gitega (capital: Gitega). This consolidation merged former provinces into larger entities, while the number of communes dropped from 119 to 42, aiming to streamline bureaucracy, reduce administrative costs, improve efficiency, and strengthen decentralization by creating more viable units.

The reform has been presented by the government as a step toward better governance and resource allocation in a resource-constrained context, though some critics have raised concerns about potential impacts on local representation and service access in more remote areas.
