Norway originally had 19 counties as its first-level administrative divisions, which were further divided into 357 municipalities. In 2017, the Solberg government initiated a reform to reduce these to 11 larger counties, implemented on January 1, 2020.
This merger sparked public opposition and political debate, leading to a partial reversal. On June 14, 2022, the Storting voted to establish a 15-county structure, effective from January 1, 2024. The reform dissolved three of the newly merged counties—Vestfold og Telemark, Viken, and Troms og Finnmark—and restored the former counties with some modifications due to cross-border municipal mergers and reassignments during the 2020 local government reform.
