Estonia is divided into 15 counties, which are called “maakond” in Estonian. Each county has its own administrative center. Harju County is the most populated and includes the capital city, Tallinn.

Other major counties include Tartu County, with the city of Tartu, and Ida-Viru County in the northeast. The largest county by area is Pärnu County, located in the southwest. The smallest county by population is Hiiu County, which consists mainly of the island of Hiiumaa.

Estonia’s counties serve mainly as regional units for state administration. Local government is carried out by municipalities within each county. The counties reflect Estonia’s geography, history, and regional identity.
