Finland is divided into 20 regions (called maakunnat in Finnish and landskap in Swedish), which form the country’s main administrative and statistical subdivisions. Each region has its own regional council, responsible for regional planning, development, and coordination. The regions are based largely on historical provinces and cultural ties, and they vary widely in size and population.

Uusimaa, which includes the capital Helsinki, is the most populous region, while the Åland Islands enjoy a special autonomous status with their own government and wide-ranging legislative powers.
