In the northern Netherlands, Groningen, Leeuwarden, and Assen are the capitals of Groningen, Friesland, and Drenthe. Zwolle is the capital of Overijssel, while Lelystad serves as the capital of Flevoland, the country's newest province.

In the central and western parts of the country, Haarlem is the capital of North Holland, Utrecht is the capital of Utrecht, and The Hague is the capital of South Holland. The Hague is also the seat of the Dutch national government, although Amsterdam is the national capital.
