Finland is divided into 19 regions (maakunnat in Finnish), each with its own administrative centre or regional capital. These cities serve as the political and economic hubs of their respective regions and often host regional councils and state administrative offices. While some, like Helsinki (capital of Uusimaa and also the national capital), are major urban centres, others such as Kajaani (Kainuu) or Mikkeli (South Savo) are smaller cities with more limited populations and influence.

Kymenlaakso, located in southeastern Finland along the Gulf of Finland, is unique among Finnish regions in that it has two official regional capitals: Kotka and Kouvola. This dual-capital structure reflects the region's historical and administrative evolution. Kotka, a coastal city, has long been an important seaport and industrial centre, while Kouvola, located inland, emerged as a major railway hub and administrative centre during the 20th century. Today, regional institutions and administrative functions are divided between the two cities, with both playing significant roles in governance, economy, and regional identity. The arrangement aims to balance influence and services across the region.
